Bicycle Parking

Question

Doc asked: When leaving a bicycle unattended it seems common practice to chain it to a solid stationary object such as a parking sign, tree, post, etc. Is it legal to do this? If the post is on the grassy area between the sidewalk and roadway, am I “parking” in an illegal manner? If the tree or post is in on property which the public generally accesses (such as a store or a mall) and there is no signage to suggest otherwise, would this be considered illegal?
