Speed Regulation of Bicycles

Miguel asked: Is velocity of bicycles on state or local roads regulated in Florida or any other place in USA.
Answer
I can’t speak for other states, but Florida speed limits apply to all vehicles, including bicycles. I am not aware of additional speed regulations for bicyclists.
One exception is that human powered vehicles are not subject to the violation for slow-speed impediment of other traffic. That restriction only applies to motor vehicles.
s. 316.183 – Unlawful Speed
(5) No person shall drive a motor vehicle at such a slow speed as to impede or block the normal and reasonable movement of traffic, except when reduced speed is necessary for safe operation or in compliance with law.
There are local regulations about speed of bicycles on sidewalks. Those can be found by searching your city or county Muni Codes.
In most states, any road rule that applies to a “driver” applies to an operator of a bicycle, unless the rule or another rule makes an exception for cyclists, sets forth a special rule for cyclists, or is worded to apply to the driver of a “motor vehicle”.
