I need to know when and why the ordinance came to be that a bicycle had to have a white headlight on the front that can be seen 500 ft in front of the bike and a red light on the back that can be seen 600 feet behind the bike during night time hours in FL. Was there a test or study conducted that brought forth this amendment and if so where are the results from these tests? Was it brought on by accident reports? What date was this change implemented?
