Unless prohibited by local ordinance, bicycles are permitted on sidewalks in Florida. I can find no such local ordinance for Kissimmee or Oceola County. The only oridnance related to bicycles and sidewalks for Oceola County is this:

Sec. 22-39. – Prohibited in specified places.

Except when necessary to avoid conflict with other traffic, or in compliance with law or the directions of a law enforcement officer or official traffic-control devices, no person shall:

(1) Stop, stand or park a vehicle:

1. On a sidewalk or bike path.
