Four-Wheel Pedal Vehicle

Question

Art asked: Is a 4 wheel pedal surrey considered a bicycle under Florida law?  Can a bicycle have four wheels in Florida under state statue?

Answer

A four-wheel vehicle cannot be a “bicycle”, which by definition has two or three wheels.

However, four-wheel pedal vehicle is a “human powered vehicle” with the operator having all the rights and duties of other drivers on the roadways.  It is not a motor vehicle, and does not require registration or a driver’s license.  See these posts:
